Revive MS Support is proud to be a signatory to a national campaign calling for urgent reform of Adult Disability Payment (ADP) in Scotland. Led by the MS Society, this campaign urges the Scottish Government to implement all 58 recommendations from the recent Independent Review of ADP, ensuring the system reflects the lived experience of people with MS.

We share the vision set out in the Independent Review to build on strong foundations and create a system that is fair, transparent, and supportive.

Why the Current Rules Don’t Work for People with MS

Revive supports more than 850 people affected by MS each year, and we see daily the impact of disability benefits on our clients’ wellbeing and independence. We believe ADP should reflect the lived experience of people with MS, especially the fluctuating nature of symptoms and mobility.

In our 2025 Client Experience Survey:

  • 35.5% of respondents said their ability to walk 20 metres varies day to day
  • 24.6% said they cannot walk 20 metres
  • 25.1% said they can walk more than 20 metres but require assistance or mobility aids

These figures show that the current 20-metre rule used to assess mobility does not reflect the reality of life for most people with MS. It risks excluding people from vital support simply because their symptoms fluctuate from day to day.

Making Your Voice Heard

We raised this issue directly with the First Minister during his visit to Revive in December 2024. We called for a more compassionate and realistic approach to assessing mobility – one that recognises the complexity of MS and puts dignity and fairness at the heart of the system.

We’re adding our voice, and the voices of everyone we support, to this campaign. Together, we can help shape a benefits system that truly supports people to live well with MS.

What We’re Asking the Scottish Government to Do

  • Implement all 58 recommendations from the Independent Review of ADP
  • Replace the 20-metre rule with a more person-centred approach to assessing mobility
  • Ensure assessments reflect fluctuating conditions like MS
  • Put dignity, fairness and respect into practice, not just policy
